In May 2010 the SBTC was requested by the Department of Energy to come up with suggestions that the DOE could use to improve its small business programs.  In response, the DOE Advisory Group was created, which was composed of a group of small businesses who had experience working with the Department of Energy, including both SBTC companies and non-SBTC companies.  This group drafted two papers highlighting key issues that need addressing within the DOE.

This paper has to do with cost-sharing issues within the DOE, its unintended consequences, and how it puts small businesses at a competitive disadvantage to larger businesses.
