IEEE Issues SBIR Position Paper
March 4, 2010

The Institute of Electrical and Electronics Engineers (IEEE) weighed in on the SBIR reauthorization debate last month when they released an official position paper outlining their views on what should be included in SBIR legislation.

Like the SBTC, the IEEE believes that the SBIR is a successful, working program that should not be radically changed. They maintain that the Phase I, II, and III structure should remain the same without the option to bypass Phase I. They also argue that eligibility requirements concerning large venture capital firms should not change, that businesses that are majority controlled by large venture capital firms should continue to be excluded by the SBIR program.

The SBTC endorses the IEEE's position paper, and welcomes another organization arguing for a reauthorization bill that recognizes the importance of preserving and protecting the SBIR program, rather than drastically changing it.
